ASEAN Trade Repository (ATR), National Trade Repositories (NTRs) and Non-Tariff Measures (NTMs) and Notification Procedures under the ASEAN Trade in Goods Agreement (ATIGA) was held last week in Siem Reap, Cambodia.
The workshop aimed at providing technical knowledge to assist ASEAN Member States in their NTR development and to provide a better understanding on the substantive structure and outlay of the IT interface and the requirements for both the hardware and software development, as well as the notification procedures under the ATIGA for the purposes of harmonising the regional disciplines on transparency.
His Excellency Mr. Uy Sambath, Special Advisor to the Minister of Economy and Finance and former Director General of the General Department of Economic and Public Finance Policy of the Ministry of Economy and Finance of Cambodia, opened the two-day event. More than 60 representatives from relevant Cambodian ministries and agencies attended.
The commitment to establish the NTR platform, which will then be linked to the ASEAN Trade Repository by 2015, as stipulated under Article 13 of the ASEAN Trade in Goods Agreement, has been shown by Cambodia’s Government by issuing the Sub-decree to establish Cambodia’s NTR and convening the National Coordinating Committee.
Since NTMs are stipulated as one of the nine elements of ATR/NTR transparency under Article 13 of the ATIGA, the ASEAN Regional Integration Support from the EU focused its substantive training on this key area and is planning to further support ASEAN Member States on the process of NTM identification and classification in order to comply with the mandate given by the ASEAN Free Trade Area Council Ministers.
